Norsk Rikstoto, the Norwegian horse racing betting operator proposed that a mandatory monthly spending limit be established for all punters. So that customers can bet and lose up to $ 2,222 in just one month.
However, the proposal indicates that punters can transfer the remaining balance at the end of this period for up to 90 days. The plan is supported by the Norwegian gaming regulator Lotteri- og stiftelsestilsynet (Lotteritilsynet).
Its director Henrik Nordal described the initiative as a “safety net” aimed at those compulsive players unable to control their game.
Nordal emphasized the role of Norsk Rikstoto in this type of betting:
“We see the need to clarify the role [of Norsk Rikstoto] here. The main duty of Norsk Rikstoto is to provide a safe and responsible way to play. That the horse racing industry benefits from its profits is a consequence, and not a reason, of why it is one of the few operators licensed to offer real money gambling in Norway.”
He also added that:
“High-spending players are betting too much and losing a lot. They are at as much risk of developing problems as other players, and Norsk Rikstoto has not provided evidence to suggest otherwise.”
He points out that
“it would be irresponsible to create a special scheme for these players if they can spend too much.”
