Federal Tax Service has been instructed by Russian President Vladimir Putin, to place bets with bookmakers, casinos and betting shops to identify illicit operators. He appraises that placing bets with those operators, as well as buying lottery tickets is a well-considered strategy to identify illicit gambling and lotteries organisers.

In accordance with the strategy that has been established by the government, three Federal Tax Service employees must make at least three bets. The wins can be kept by their employees, but it is anticipated that they will be paid into the strategy budget. If any illegal operator is found by the Federal Tax Service, it will first block the website and then they will be added to the blacklist of illegal lotteries and operators. The list already features more than 40 offshore companies.
