In case the game becomes legal in Ukraine, already three bills wait to be debated by Ukrainian lawmakers to set the tax rates that would be charged for gambling.
The three bills presented by the legislators will be discussed and any of them that are approved, would come into force together with one of these draft laws proposed by Oleg Marusyak.
This bill that was already approved in the first discussion by the Rada with 260 votes out of a total of 450 votes, legalizes the game in Ukraine.
One of them was presented by lawmakers Oleg Marusyak and Marian Zablotskyi together. Bill 2713 sets a 25% tax for all gambling and lotteries in the country.
Another of the bills, 2713-1, was proposed by legislator Dmytro Natalukha, which establishes several GGR tax rates. 12.5% for online gambling, 7.5% for bets and 22% for lotteries.
While bill 2713-2, which was introduced by Oleksandr Dubinsky, establishes a 25% GGR tax, in general for all forms of play. That is, lotteries, online games and land-based games.
The Finance, Tax and Customs Policy Committee of the Ukrainian parliament is currently considering the three bills.
The bill to legalize the game presented by Marusyak, includes a license fee of UAH 6.7 million (£ 212,800 / € 249,500 / $ 277,300). Also a fee of UAH 41.7 million for casinos operating in hotels with 200-250 rooms and another fee of UAH 62.6 million for casinos in hotels with more than 250. License fees will be adjusted regularly to the inflation rate along with the minimum wage of the country.
Under this bill, each licensee could open a maximum of 5 betting stores. Kiev would have 32 betting licenses available and another 16 would be distributed in the other large cities of Ukraine such as Odas and Kharkov, while the rest of the country would have another 32.
The gaming machines would have a limit number of 40,000. One of the requirements to play is for players to be 21 years old. In an earlier version of this bill read in December, an age of 18 was established.
